Looking for a hairdresser who can cut curly hair

Seeking someone who is skilled at cutting curly hair. I have tried many curly-hair specialists in the area and so far all of my cuts leave me with uneven hair that is strangely unbalanced. I am seeking someone who can cut one of two following techniques: 1/ Devacut --- must be cut dry and curly (not combed out as everyone has done despite advertising differently); also a curl-by-curl cut to watch how it bounces up to ensure hair does not end up uneven (I have type 1 through 3 hair so it varies from straight to coily) OR 2/ the 'C' cut per this video https://www.youtube.com/watch?v=xZthkmrzTu8 If you are someone who is able to cut either of these techniques, I'd love to hear from you.
