Very fine mint never hinged upper left positional inscription block of 4 of the unissued 1994 Xmas 52 cent rate change stamp. This stamp was produced for a proposed rate change that was ultimately postponed until a later date. A few of these 52 cent stamps somehow got out of the post office into private hands.
